The organisation of resilient health and social care following the COVID-19 pandemic.
The COVID-19 pandemic has highlighted the need for resilient health systems worldwide. This report aims to provide a framework for health and social care preparedness beyond the current crisis. Key components include identifying resilient health system elements, strengthening capacity, ensuring care for vulnerable groups, and implementing "resilience tests" for health systems. Recommendations emphasize workforce training, R&D evaluations, combating disinformation, tech integration in care, emphasizing primary and mental health care, and data sharing. The European Commission is advised to invest in comprehensive health system resilience tests and promote learning communities among Member States.
