Toolbox for Policy Testing: a guide to shape future resilience

On 3rd November 2025, the FUTURESILIENCE project publicly launched a Toolbox of methodologies that enhance the uptake of European Research and Innovation (R&I) in resilience policy design.
In a time of growing uncertainty and rapid societal transformation, Europe faces complex, interconnected challenges — from climate change to migration and global health threats. Addressing these challenges requires shifting from reactive crisis management to proactive, future-oriented and evidence-based policy design approaches. The Toolbox directly supports this shift by providing methods and tools useful for research and policy processes.
“The Toolbox represents a major step forward in transforming resilience research into real-world impact by introducing the future dimension” said Matias Barberis, Project Coordinator. “It offers practical, tested tools that enable policymakers and organisations to co-create strategies that make Europe more resilient and future-ready.”
Developed and tested over the past year by the 10 FutuResilience Labs, the Toolbox builds on hands-on experimentation and collaboration with diverse stakeholders. Its public release marks a milestone not only for the project but also for Europe’s broader community of researchers, practitioners, and policymakers working towards resilience-based transformation. Complementing the FUTURESILIENCE Knowledge Base, the Toolbox provides users with structured guidance and proven approaches to resilience policy design.
Its content covers key Foresight approaches such as scenario planning, participatory policy design, and evaluation, supporting the structured and effective development of policy strategies oriented to foster societal resilience. In addition, the Toolbox includes thematic instruments addressing societal based challenges, enabling users to explore specific issues (such as migration, disasters, education, health, food, and governance) through tailored analytical frameworks. These tools help users gain deeper insights into the dynamics of complex systems, evaluate potential interventions, and co-design responses that strengthen resilience. Finally, the Toolbox includes policy tools providing guidance for different stakeholders in policy design, assessment, and implementation, fostering consistency, transparency, and adaptability.
The innovation of the Toolbox lies in its practical application: it contributes to transform research insights into actionable solutions through a variety of methods, tools, and guidelines that enable organisations to collaboratively create solutions for resilience.
