Roadmap

The FutuResilience Policy Roadmap presents a comprehensive framework for strengthening societal resilience in Europe through improved knowledge valorisation and participatory policy design. Developed as core output of the FutuResilience project, the roadmap consolidates lessons learned from ten co-creation labs that tested innovative, future-oriented approaches to policymaking across diverse societal challenges. 

The roadmap focuses on knowledge valorisation, understood as making better use of existing research, data and lived experience to inform policymaking. It shows how evidence can be translated into practical policy action through experimentation, collaboration and learning across sectors, including public authorities, researchers, civil society and citizens. The roadmap presents four archetypes of knowledge valorisation —expert-driven, data-driven, participatory and practice-driven—illustrating different pathways through which evidence can inform policy decisions. 

Another central theme of the roadmap is societal resilience—the capacity of communities, institutions and systems not only to withstand shocks, but also to adapt and evolve in the face of uncertainty. The document highlights the importance of inclusive, forward-looking policymaking and identifies key dimensions of resilience, ranging from social and economic aspects to environmental, institutional and infrastructure considerations. 

To support policymakers and practitioners, the roadmap presents a set of future-oriented policy design approaches, organised along the main stages of the policy process. These include methods for framing complex problems, engaging stakeholders, exploring alternative futures and testing policy options before implementation. Each approach is illustrated with real examples from the FutuResilience Labs, alongside practical tools and reflection questions.
