The EBODAC project focuses on the development and implementation of a package of preparedness activities in collaboration with the government of Uganda for the deployment of Ebola vaccination. It aims to address gaps in Uganda's country-level preparedness plans for deploying an Ebola vaccine, particularly in generating community-level demand. The outcome of the project includes the development of a national Communication, Community Engagement & Compliance Management (3C) Strategy for Ebola Vaccine Deployments, as well as the establishment of digital coordination platforms, public-private partnerships, and robust controls for vaccine deployment. The Arup Energy Resilience Framework allows stakeholders working within energy systems to set the context for considered evaluation and provision to ensure greater resilience in an evolving landscape where energy is a critical part of a wider ecosystem. It ensures that necessary weighting and attention is given to both technical and non-technical issues, particularly recognising that historical energy system failures manifest as having a technical cause, but often the underlying cause is non-technical.

This deliverable lays the groundwork for understanding the conditions of “societal resilience” for the ENGAGE project by relying on an in-depth case study analysis of the context in which people decide to act during a crisis. It relies on eight case studies representing different types of crises to do so. Its main purpose is to provide a preliminary model with which the social production of resilience can be explained, so sensitivity of disaster managers for the complexity and variety in which the “social” affects people’s ability to cope with disaster can be enhanced.
