Romania's National Recovery and Resilience Plan (NRRP) embodies an ambitious agenda of reforms and investment aimed at mitigating the socio economic effects of the COVID-19 crisis.

This report details Rome's resilience strategy since its selection in December 2013 as one of the inaugural 32 cities in the 100 Resilient Cities network. Marking the conclusion of Phase II of the 100RC program, the emphasis was on identifying resilience-enhancing avenues through a collective decision-making process. The derived Resilience Strategy consists of four pillars, with 16 goals and 58 actions, of which nine are highlighted as top priorities.

The RUGGEDISED project focuses on the implementation and innovation of smart solutions in urban areas. Its purpose is to guide, coordinate, and facilitate the implementation of smart solutions in three Lighthouse Cities, with the aim of streamlining and guiding these solutions. The project attempts to provide concrete, tangible strategies, approaches, tools, and techniques for addressing smart solution implementation, and thus for creating sustainable and innovative urban environments. It offers a comprehensive guide that synthesizes lessons learned from the implementation phase, state-of-the-art scientific literature, and in-depth interviews. The lessons learned are expected to give valuable insights for other cities looking to implement smart solutions.

The RUGGEDISED project focuses on creating Innovation Platforms for innovative cities, with the goal of fostering collaboration and knowledge-sharing among stakeholders to drive urban innovation. The project attempts to produce a comprehensive report that provides insights, conclusions, and recommendations for establishing effective innovation platforms in cities, with a focus on multistakeholder collaboration, vision alignment, and the transition from vision to action.

In this deliverable analysis is performed of the effects from scaling the demonstrated solutions in the participating lighthouse cities, Glasgow, Rotterdam and Umeå. The aim is to assess energy system effects when the proposed technologies are scaled up in order to analyse benefits and potential negative effects and investment needs in other parts of the system as a result of the upscaling. The effects are expressed in terms of economic savings and emission reduction. The solutions are also analysed when replicated in the other Lighthouse cities in order to assess the impact of the solutions in cities with other prerequisites.

What is rural social protection? How does it work and why is it important? Divided in two distinct parts, the booklet aims to answer these questions and many more from the perspective of the rural poor, as well as from the viewpoint of FAO and its work with governments and other relevant players.

The SAFECARE project aims to enhance the security of critical infrastructures, such as hospitals, by developing a cyber-physical security solution that integrates various systems for threat detection, data collection, and risk management. It attempts to produce a global solution that provides end-users with benefits such as increased security, comfort, and environmental protection. It also provides guidelines for integrating the solution into hospital ecosystems and using it in risk and crisis-management processes. The ultimate goal is to ensure the safety and security of critical infrastructures.

This deliverable from the SAFERS project details a service for rapid wildfire impact assessment and monitoring using satellite data and machine learning for mapping and severity analysis. It features a resilient containerized architecture for data handling and model implementation. The report also introduces a service for monitoring post-wildfire habitat recovery, utilizing Copernicus Sentinels imagery to track vegetation regrowth and provide insights into environmental recovery and planning.

This document deploys an agent-based simulator to discover possible vulnerabilities of railway and metro stations, estimate parameters useful for risk mitigation strategies, and test the effectiveness of surveillance and security policies.

The SAFEWAY project aims to enhance the resilience of inland transport infrastructure by designing and implementing holistic methods, strategies, tools, and technical interventions. It focuses on improving risk prediction, monitoring, and decision-making tools to anticipate, prevent, and prepare critical assets for damage impacts. It also focuses on incorporating IT solutions into emergency plans and real-time communication for response and recovery. It aspires to achieve a 20% improvement in mobility and a 20% reduction in infrastructure maintenance costs by integrating multidisciplinary and multi-sectorial business fields associated with transport infrastructure resilience.

The EU-funded SALSA project set out to examine a potentially important role of small farms – their contribution to food security. SALSA recognises the tremendous diversity of small farms and food systems in Europe and Africa, and pays particular attention to their vulnerability and resilience. Aiming to provide effective tools to guide decision-makers, SALSA uses a food systems perspective to go beyond production capacity and look at food security in terms food availability, access and control, utilisation, and stability

The SaT5G project aims to seamlessly integrate satellite technology into 5G networks to ensure ubiquitous 5G access everywhere. It focuses on developing a standardisation action plan to ensure that 5G standards allow for the full potential of an integrated satellite contribution and tracks its implementation. The project attempts to develop a comprehensive approach to standards for future satellite communications integrated with 5G, including a standardisation action plan, timeline, and contributions to relevant standardisation organisations and groups.

This document outlines best practices and recommendations for updating airport security standards and policies. It specifically focuses on cyber-physical risk analysis, baggage handling system security, airport operations center security, anomaly detection, digital services and voice communication systems, and crisis management. The deliverable also reports on activities related to standardization and dissemination, showcasing the collaborative efforts with SATIE airport demonstrators.

This document presents the SATIE Solution's readiness for real-world validation and demonstration at airports. Covering the project's context, training methodology, and detailed architecture, it provides a comprehensive guide for security personnel and law enforcement agencies involved in implementing the solution. The SATIE Solution aims to improve airport security by preventing disruptions and ensuring the safety of passengers and aircraft. The document outlines the tools and systems involved, training procedures, and concludes with insights for successful deployment.

The SAURON project is a multidimensional, installation-specific situational awareness platform designed to help port operators anticipate and withstand potential cyber, physical, or combined threats to their freight and cargo business, as well as the safety of their employees, visitors, passengers, and citizens in the vicinity. The project aims to provide a holistic situation awareness concept as an integrated, scalable, and yet installation-specific solution for protecting EU ports and its surroundings. The project sets out to offer guidance to ports on how port security can be improved in response to the combined cyber and physical threat. It also makes policy recommendations for public authorities dealing with regulatory aspects of the fight against physical and cyber-attacks, as well as for maritime industry dealing with certification and skills. 

Education Development Trust (EDT) has been collaborating with UNESCO-IIEP as a thought leadership partner to consider how education leadership might be strengthened in crisis settings, as part of IIEP’s work on crisis-sensitive planning. This think-piece captures learnings from our dialogue to date, including insights shared during a webinar series hosted by IIEP during March 2022. The report focuses on school to work transition trendsfor the past10 years and in the aftermath of COVID-19. It examines the Recovery and Resilience Plans’ main features in this domain, and the Southern EU countries’ approach to active labour market policies for young people. 

This document primarily describes the methodology and summarises the results and conclusions of Task 1.3 of the SCORE project – "Mapping of coastal cities exposure and vulnerability to climate effects and sea level rise". Indicators of exposure and vulnerability to sea level rise and extreme climate-related impacts in the CCLLs (Coastal Cities Living Labs) have been produced and mapped through a high level, semi-quantitative approach to the baseline situation.

The main aim of this document is to present the development of a methodological framework for the socio-economic assessment of adaptation measures to climate change, particularly Ecosystem-based Approach (EbA) solutions, within the CCLLs (Coastal Cities Living Labs) of the SCORE project.
