RESISTIRÉ aims to understand and address the unequal impacts of the COVID-19 outbreak on social and economic inequalities in 31 countries, working towards resilience through policy and social innovation. This report covers four Open Studios conducted in the project's first cycle, where multidisciplinary participants co-created ideas for actions, policy reshaping, and future research. These studios focused on different themes: supporting healthcare workers, making telework inclusive, addressing inequalities in green space use, and transforming masculinity roles. 

The COVID-19 pandemic caused huge backlogs and delays in healthcare, further worsening the situation of already vulnerable groups (e.g. migrants, ethnic minorities, people with disabilities, homeless people). The interruption of services that were not considered essential (e.g. sexual and reproductive healthcare, rehabilitation, addiction treatment) took a tremendous toll on marginalised groups and communities. The lack of data on the health and wellbeing of people living outside the healthcare system is likely to result in a gross underestimation of the scale of the problem of unmet medical needs during and following the pandemic. In order to address systemic inequalities in healthcare, it is imperative to identify and recognise the categories of patients whose medical needs are most likely to be put on hold in times of crisis.  

The COVID-19 crisis has reinforced many pre-existing inequalities, and simultaneously made them more visible. The lockdowns brought with them the closure of many care facilities and the requirement to stay at home, which strongly impacted people with caring responsibilities, whether it be for children, elderly people, people with a disability, and/or others. But the situation impacted men and women in different ways, as the gender care gap was exacerbated, and women took up more care work. The gender pay gap likely contributed to this trend: because women tend to earn lower wages and work in part-time jobs more often, they were the most likely to have to give up their paid work within a couple in order to sustain the increased caring duties of a household.

The sudden closure of educational facilities upended the lives of young people, their families, and educators, who were forced to move quickly from traditional onsite teaching to online education. This prolonged suspension of conventional education posed a number of new challenges for students, parents and teaching staff. Students who were already marginalised prior to the pandemic, due to various gender+ vulnerabilities, experienced further detrimental impacts on their educational progress. The experience gained from the global education crisis caused by the COVID-19 pandemic should be used to develop more resilient education systems that can ensure a balance between the digital and physical space and guarantee that no one is left behind. The insights provided below are developed on the basis of findings from quantitative and qualitative evidence, participatory workshops, and an analysis of National Recovery and Resilience Plans (NRRPs) and other COVID-19 recovery policies.

The RESISTIRÉ research has demonstrated that civil society organisations (CSOs) played an essential role in responding to and managing the COVID-19 pandemic as a crisis, particularly in terms of addressing the needs of the most vulnerable groups and mitigating intersectional and gendered inequalities. Yet the lack of secure, flexible, and sustainable funding interrupted and in some cases hampered these vital efforts. As Europe and the world face multiple and intersecting crises (health, war, energy, food security, environmental degradation, drought, fires, earthquakes, gender-based violence), it has become all the more imperative to design funding schemes that support CSO resilience and enable rapid and effective civic response to crises. This requires a shift in funding schemes towards participatory, transformative, flexible, long-term, capacity-building funding.

This deliverable is a descriptive assessment of forest resilience indicators and metrics obtained from literature (455 manuscripts published from 2000 to 2022). The assessment has been done using two methodological approaches: (1) literature review assessment and (2) stakeholder assessment.

This deliverable is a structured list of forest resilience indicators obtained from literature (143 manuscripts published from 2000 to 2018), including information about the spatial and temporal scale in which they apply, their units and unit type, resilience metric used for their identification, their potential applicability in case studies and references supporting their use.

This deliverable is a report on policy analysis and is an updated version of the mapping of the forest-related policy environment. It builds on an in-depth policy analysis of documents that demonstrate direct or indirect reference to forest resilience.

This report describes the Master City Plans for Citizen-Centric, Resilient and Safe Cities of Lighthouse Cities of Dijon and Turku as an action-oriented plan. It serves the following purpose a) describe a new structure and function of City Governance for meeting the growing needs of EU cities and their citizens; b) aid the emergence of more resilient cities (i.e. withstand of natural phenomena, demographic issues, climate and environmental challenges) and c) facilitate co-creation of citizen-centric solutions.

This deliverable builds on the process of co-developing, testing and evaluating effectiveness of the Ocean Literacy Tools, which were done under this project and brings out recommendations for each of them and serves as a practical guide on “elaborating and implementing sound processes for supporting the elaboration of Ocean Literacy material and products”.

The ReUseHeat project aims to transfer best practices and lessons learned from urban waste heat recovery investments. It focuses on overcoming social, financial, legal, and organizational barriers to energy retrofitting, with the goal of promoting energy efficiency and sustainability. The project attempts to recommend solutions to these barriers, such as the clear communication of environmental benefits, awareness-raising campaigns, and the involvement of residents and building managers in the design phase of projects. Additionally, it provides insights into the replicability potential of waste heat recovery systems and offers valuable lessons learned from early design stages and construction/installation phases.

The aim of this report is to provide the REXUS project partners (scientific and pilot teams) as well as the broader project stakeholders with valuable information on the expected changes on the fit-for-Nexus climate risk assessment for the five project pilot areas (Pinios river basin, lower Danube river basin, peninsular Spain, Isonzo-Soča river basin, Nima-Amaime subwatershed).

The main objective of RIA PIONEERED is to determine research-informed policy measures and identify pioneering policies and practices to mitigate inequalities in access to, and the uptake and completion of, education – both in formal and informal educational settings. To this end, researchers from nine participating countries have conducted an analysis of education policy. 

This document outlines the strategic vision for the evolution of RICAIP's Industrial Testbed Core, a pioneering distributed research and experimentation platform for testing advanced solutions in multi-site production. The project aims to transform existing facilities in Prague, Brno, and Saarbruecken into an open, diverse, and European Research Infrastructure. The strategy, detailed in this document, focuses on the gradual conversion of RICAIP's Industrial Testbed into an ESFRI European Research Infrastructure, with the goal of achieving ERIC (European Research Infrastructure Consortium) status within the next 10-12 years. The document also highlights the project's alignment with evolving EU priorities, particularly in the field of AI testing and experimentation for industrial production.

Seismologists work on understanding the movements of the earth and how they might affect the people and built structures on the surface. The information and knowledge that they have, though, is only of use if it helps inform the planning, preparation, and response to earthquakes. Perhaps the most important, but also the most difficult, questions that seismologists are asked are ‘what is the chance of a damaging earthquake happening in this area, and if it does, what are its likely effects?’ This is the basis for operational earthquake forecasting (OEF), and operational earthquake loss forecasting (OELF), and the answers are always going to have a lot of uncertainty: earthquakes cannot be predicted, however much we know and understand – but we can some-times tell that they are more likely in certain areas due to movements that have been detected in the earth’s crust.

This document is structured to capture some of the emerging and leading thoughts on the current cyber security debate. The project has focused on cyber security, with the objective of working with the private sector across multiple industries and governments across multiple regions to identify pathways to a more secure shared online environment.

This paper offers a framework to help businesses define, identify and develop resilience in their organizations so that they can weather any crisis. And while the paper identifies five pillars of resilience – operational, strategic, financial, social and organizational – it focuses on the one pillar that ultimately supports and reinforces the rest of the structure: organizational resilience.

This Guidance Note aims to help UNICEF education staff at all levels, who are working in humanitarian, transition, and development contexts, analyze risk and adapt education policies and programs to take risk into account, so that education populations and systems are more resilient and all children and youth are in school and learning.

This study investigates the risks and vulnerabilities affecting food supply and food security in the EU, including differences across Member States, sectors and stages of the EU food supply chain. It finds that the EU food supply chain faces a broad range of risks and sheds light on the factors that make it vulnerable to these risks. The analysis identifies key characteristics of risks, such as origin, time horizon, likelihood of occurrence, potential impact and exposure. 

The ROBUST project aims to advance our understanding of the interactions and dependencies between rural, peri-urban, and urban areas, and to identify and promote policies, governance models, and practices that foster mutually beneficial relations. The project attempts to provide a conceptual framework that examines rural-urban synergies informed by relational spatial theory and smart regional growth theory, and translates these concepts into policy and governance practice. The framework includes three key concepts: new localities, smart development, and network governance. The key concepts are analyzed with regard to their theoretical background, conceptual definitions, operationalization, and relevance to rural-urban connections.
