The aim of this report is to highlight the opportunities for scaling up the use of EbA to help put the world on a more climate-resilient and nature-positive pathway. The report provides a set of recommendations on how to enhance the scale and pace of EbA implementation to more fully harness the potential of ecosystems to deliver adaptation benefits.

This Compendium provides inspirational examples of building resilience at individual, community and system levels. The Compendium covers a wide range of topics such as the role of resilience building in addressing human rights, health inequities, and environmental hazards and threats; and health-related topics such as communicable and noncommunicable diseases.

The Health systems resilience during COVID-19: Lessons for building back better study gathers the evidence of how countries have managed (or not managed) to re-engineer what they do, who does what and how, and draws out the implications for future resilience. The aim is to capture the key strategies for a resilient health system response to the COVID-19 pandemic to draw lessons for the post-pandemic recovery and for improving health systems preparedness to respond to future threats.

The HEIMDALL project aims to develop a platform that facilitates cooperation and data sharing among emergency management organizations across Europe. It focuses on standardizing procedures, tasks, and response plans to homogenize emergency management and response work. It also emphasizes the importance of human factors in the design and use of the system, including, among others, access, usability, training, communication, culture, flexibility, productivity, data integrity, trust, security, responsibility, autonomy, availability, and affordability. The project's outcome is a comprehensive list of human factor requirements for the final design and future development of the HEIMDALL system.

The healthcare sector is increasingly vulnerable to cyberattacks due to its growing digitalization. Patient data, including medical records and financial information, are at risk, potentially leading to identity theft and patient safety concerns. The European Union and other organizations identify key areas for healthcare system improvement, yet the industry still grapples with inadequate security practices. In response, the HEIR project offers a comprehensive cybersecurity approach, promoting security features from various regulatory frameworks and introducing tools such as the Secure Healthcare Framework and Risk Assessment for Medical Applications (RAMA). These measures aim to enhance digital health security and protect sensitive patient data while facilitating secure data access and privacy-aware techniques. In a rapidly evolving threat landscape, HEIR presents a promising framework for healthcare cybersecurity.

This report describes the COVID-19 Crisis Governance Framework. This analytical policy model  is based on the “whole-of- society” approach and contains three analytical layers: (1) The state and the institutional landscape, (2) Established and emerging response organizations and networks, (3) Societal resilience and participation.

This deliverable is aimed at appraising the mobility solutions to cope with transport poverty explored by Hireach and their potential impacts on inclusive mobility and equity. Focus group meetings in each of the six study regions identified by the project (in Germany, Luxembourg, Italy, Portugal, Greece and Romania) were organised in order to assess the identified innovative transport solutions which may rectify the identified issues/improve the capabilities of the solutions and allow to understand to which degree these innovations might affect their behaviour. Linked to Tasks 3.4 (Generation of new mobility solutions and business models) and 3.5 (Appraisal of mobility solutions and their potential impacts on inclusive mobility and equity), it is targeted to have a full appraisal of the mobility solutions and estimation of EU impacts on inclusive mobility and equity.

The HOMED project aims to develop effective biological control approaches for emerging forest diseases caused by non-native fungal pathogens. It aspires to identify the main factors that regulate fungal pathogens and their interactions with trees, as well as to develop a holistic approach to biological control that involves the use of predators, competitors, and antagonists. It attempts to provide is a set of recommendations for a sustainable management strategy that integrates biological control with other measures such as sanitation cuttings, host density reduction, and increasing forest biodiversity.

The HOMED project aims to provide a holistic approach to manage emerging forest pests and diseases. Its purpose is to analyze the factors that influence the success of classical biological controls against insect pests, with a focus on biocontrol agent-related characteristics, target pest types, climatic factors, and management methods. The project's outcome is a comprehensive understanding of the impacts of classical biological control, which can be used to increase the chances of successful pest control.

The HOMED project aims to address the long-standing problem of exotic pest and pathogen invasions in European forests, which has become increasingly relevant due to global change. It fosters collaboration between forest entomologists and pathologists to improve the long-term health of forests and optimize the management and prevention of alien species invasion in EU forests. The outcome of the project is a statement published in the open access scholarly journal Neobiota, advocating for increased collaboration between these two scientific communities to better manage and prevent the invasion of alien species in European forests.

The HOMED project aims to address the threat of tree pandemics and the introduction of invasive alien pests and pathogens in European forests. It focuses on proposing effective and innovative methods to improve the control of these species, with the goal of preventing tremendous economic and ecological losses in forest and urban ecosystems. It attempts to make policy recommendations and urgent actions to prevent tree pandemics, as well as to develop surveillance tools and methods for early detection and eradication of invasive alien pests and pathogens.

The HOMED project aims to prevent the invasion of the Asian longhorn beetle and citrus longhorn beetle in Europe. The project's outcome is to improve the current state of affairs by analyzing historical data regarding the interceptions, establishments, and eradications of the two Asian longhorn beetles. The project observes that prevention and management of Asian longhorn beetles can be challenging but not impossible, and new research avenues could be pursued to enhance detection and responses.

The HOMED project aims to develop holistic management strategies for emerging forest pests and diseases. It provides solutions to reduce the ecological and economic impacts of forest pests and pathogens by promoting sustainable forest management practices. It attempts to offer a set of recommendations for forest managers to improve forest resistance to insect pests and pathogens, with a focus on increasing tree diversity as the most efficient forest management practice.

This document presents policy recommendations derived from three collaborative research projects - CORONADX, PANDEM-2, and EpiPose, funded by the European Commission's Horizon Results Booster programme. The projects aim to address vulnerabilities exposed by the COVID-19 pandemic and enhance global pandemic preparedness. The recommendations focus on harmonizing legislative frameworks, improving data sharing protocols, fostering science-policy collaboration, promoting international cooperation, and strengthening EU research initiatives.

This report reviews the scientific evidence regarding the mental health of different population groups amid the Covid-19 pandemic in the European Union (EU) and its influencing factors. Since the beginning of the pandemic, there has been extensive research on the psychosocial and mental health consequences, showing negative effects especially in the general population compared to before. On the other hand, there is also evidence of resilient responses as the pandemic progressed, that is, the maintenance or recovery of mental health.

Danmarks Nationalbank examines financial sector cyber resilience by conducting a questionnaire-based survey which, based on the respondents’ self-assessments, provides an overview of financial sector cyber resilience. The questionnaire provides inputs for initiatives to address the most serious cyber risks facing the sector. 

This paper evaluates and suggests improvements for the Macroeconomic Imbalances Procedure (MIP). Current issues include low implementation of country-specific recommendations, inconsistencies, and a potential deflationary bias in the euro area. Recommendations include refining the scoreboard to focus on key indicators, integrating national councils, ensuring recommendations are coherent, simplifying the language, and increasing Commission involvement in national discussions. The document was created for the Economic Governance Support Unit upon request from the ECON Committee.

This paper shows how the Macroeconomic Imbalances Procedure (MIP) could be streamlined and its underlying conceptual framework clarified. Implementation of the country-specific recommendations is low; their internal consistency is sometimes missing; despite past reforms, the MIP remains largely a country-by-country approach running the risk of aggravating the deflationary bias in the euro area.

This paper identifies the best responses by the manufacturing and supply systems industry to the current COVID-19 crisis, in the short-term, and help build resilience across manufacturing and supply systems by incubating new business partnerships and public-private cooperation. It also presents best practices in terms of immediate actions taken by manufacturing companies to ensure business continuity and protect employees, outlines major initiatives aimed at accelerating the transformation of manufacturing and supply systems by increasing resilience, and proposes key imperatives for both business leaders and policy-makers to future-proof their organizations against “forever changes” in global value chains.

A key outcome of the HUMANE project is a series of policy roadmaps which provide guidance for improving Human-Machine Networks (HMNs) in different social domains.
