The AQUACROSS EBM Cookbook offers a comprehensive but easy-to-read guide to ecosystem-based management. It consists of two-page briefs on each element of EBM, and thus acts as a concise summary of the AQUACROSS project for policy-makers and practitioners. "Setting the Scene" introduces EBM. "Guidance" provides a step-by-step guide to apply EBM. "Practical Examples" draws lessons from the 8 AQUACROSS case studies. Below, "AQUACROSS lessons and recommendations" brings together the project's key conclusions for policy, business, and research.

This report, a deliverable of the ArcticHubs project, explores the impact of climate change on various industries in the European Arctic. This paper analyzes the relationship between the Global Compact for Safe, Orderly, and Regular Migration (GCM) and emerging trends in the European Union's readmission policy. Specifically, it focuses on Objective 21 of the GCM, which emphasizes increased cooperation in readmission matters while ensuring compliance with international human rights obligations. The study delves into the EU's objective of returning individuals without the right to remain in its territory, exploring the shift towards informal readmission agreements and their potential impact on legal certainty and EU legal order principles. Using the example of the renewed arrangement with Afghanistan, the paper examines the compatibility of these informal practices with the GCM, aiming to forecast future trends within the New Pact on Migration and Asylum proposed in September 2020.

This DIY manual explains how to carry out a climate risk assessment, which will underpin the development of your regional or local authority's climate adaptation plan or strategy. The guide was developed by the Implementation Platform of the EU Mission on Adaptation to Climate Change (MIP4Adapt) and describes the core elements of a climate risk assessment, in accordance with the Intergovernmental Panel on Climate Change. 

To achieve resilience in health systems, it is at a minimum necessary to (i) develop a conceptual framework for health system resilience, (ii) identify the core health system features that render health systems resilient to an array of shocks, and (iii) invest in the development of an adequate set of prospective measurement and assessment tools to inform decisions on policy interventions, reforms and investments aimed at building resilience. The objective of this report is thus to support European health policymakers in their quest to identify more advanced tools to measure and assess health system resilience prospectively. 

The ASSURED-UAM project aimed to develop a set of solutions integrating UAM with ATM and municipal organization (i.e. transport system) without compromising UAM acceptability, safety nor sustainability. The main results of the project include: a narrative of UAM potential development in 2025, 2030, and 2035, guidelines for urban stakeholders in terms of policy definition, a reference to recommendations and organizational solutions and integration of surface modes under the umbrella of U-Space ATM (SESAR X-TEAM D2D and VUTURA projects).

The ATARCA project argues for a fundamental transformation of economic institutions in the European Union to accommodate the anti-rival nature of digital goods, which increase in value when shared. This publication presents policy recommendations for fostering an anti-rival economy, leveraging Distributed Ledger Technologies like blockchain to reshape the digital economy. It combines insights from policy observatories, advisory boards, and pilot use cases to propose a roadmap for integrating anti-rival goods into the current European digital and economic policy landscape, aiming to shift from the current industrial-era economic structures to ones that maximize the potential of digital technologies.

This report summarizes the findings of the systematic review on the risk factors and determinants for healthy ageing. The review clearly identified socioeconomic factors as strong determinants of healthy ageing; the higher socioeconomic status (e.g. education or income) the better the ageing outcomes. In addition, most other risk factors (biological, behavioural and psychological) are strongly associated with social status, which further emphasises the paramount importance of social factors driving healthy ageing and social inequalities in ageing.

This report redefines ‘old age’ by analysing the characteristics of older adults in a given population over time, and exploring the added value of the health status in the new old-age definition and the policy implications of different definitions of ageing.

The beAWARE project aims to enhance decision support and management services in extreme weather climate events. It combines innovative technologies to create a holistic approach to crisis management that supports all phases in an emergency call sequence. The project's main goal is to rely on platforms, theories, and methodologies already used for disaster management and add the necessary elements to make them work efficiently under the same objective. The outcome of the project is a stress-tested, integrated platform that encompasses high-end technologies and machine learning capabilities for obtaining information from text messages, social media, and voice calls, among others. The platform also includes a classification mechanism to process weather and other multimodal data and generate early warnings and real-time alerts. Additionally, the project developed automatic drone routing and piloting for receiving valuable information from aerial imagery, case-based reasoning and decision support algorithms for crisis management, and automatic generation of multi-lingual reports to transform all the above into linguistic information to the authorities creating a usable system for performing in real case scenarios.

The BiCIKL project aims to integrate diverse biodiversity data from biological, paleontological, and geological sources, enhancing research and education by creating a comprehensive network of knowledge. It focuses on establishing bi-directional links between various data types through unique identifiers and best practices for data management and curation. The project also emphasizes the importance of making these integrated infrastructures discoverable and accessible for end users, offering guidelines for optimizing services and data use. These guidelines, developed collaboratively with involved infrastructures, are categorized into six areas including access modalities, community building, technology standards, API versioning, data linking, and API design, catering to different user groups like infrastructures, data providers, and various researchers.

Croatia struggled to recover from the 2008 economic downturn, taking over a decade to regain its pre-crisis output, showcasing its economic vulnerability and institutional challenges. The situation was further exacerbated by the 2020 COVID-19 pandemic and a significant earthquake. Despite these setbacks, recent reforms in fiscal policies, labor and product markets have improved Croatia's resilience. The nation's focus now should be on prudent fiscal adjustments, enhancing labor market flexibility, and optimizing product markets to bolster recovery and prepare for future challenges.

At the request of G20 Finance Track members, this discussion note was prepared to: (i) take stock of the developments in fiscal management of disaster risks within the broader macro-fiscal framework; (ii) highlight recent progress by individual countries and the international community; and (iii) present new frontiers in disaster risk finance.

This report analyses the regional  bioeconomy conditions  of  four selected  European regions: Ebro Valley region (Aragón and Catalonia) - Spain,  Central Italy region,  Northern Finland region,  Central Germany region and Warmia and Mazury region in Poland. For each region it provides a characterisation and SWOT analysis for one exemplary value  chain. The analysis is meant to provide a basis for identifying and consolidating key factors for the transition towards a thriving regional bioeconomy.
